最近ついにWindows Terminalでもundercurlの表示ができるようになった(これを書いた時点ではプレビュー版のみ)。

ただし、少し設定をする必要があり、Windows Terminalの設定→レンダリングから
新しいテキスト レンダラーを使用する(Atlas Engine)を有効にして再起動することで有効化される。また、neovimは対応していると認識したターミナルにしかundercurlを出力しないため、neovim起動時に
とする必要がある。
などとすればundercurlが表示されていることを確認できる。
また、残念ながらWindows版のNeovimにはundercurlがないので現在はwslのみで使える。
